Andriy Dobrovolskyi

Born on August 17, 1982, in the village of Matviivka, Sosnytsia District, Chernihiv Oblast. He spent his childhood in Chernihiv, where he received his basic education at Secondary School № 19.

In 2000, he graduated from Vocational School № 15 in Chernihiv, specializing in "Radio Devices and Electrical Engineering."

In 2007, he obtained a higher education degree from the Interregional Academy of Personnel Management with a specialization in "Intelligent Decision-Making Systems."

In 2017, he earned a Master’s degree in Finance and Credit from the Higher Educational Institution "Open International University of Human Development 'Ukraine'" (Kyiv).

Until 2023, he was a participant and later CEO of a foreign company operating in the online gambling sector. Under his leadership, the company expanded operations in the European market, worked with internationally recognized licenses, and launched new brands.

From July 2024 to May 2025, he served as Director and shareholder at Instam Group Ltd., a consulting company providing business and marketing services, where he was responsible for strategic management, client development, and market expansion.

Since May 2025, he has been the beneficiary of LLC Neuralink, operating under the Cosmobet brand, which obtained a license to conduct online gambling activities in Ukraine.

Andriy Dobrovolskyi has extensive experience in the fields of digital business, finance, and online gambling. Throughout his career, he has focused on developing high-tech projects, launching startups, and scaling businesses in dynamic international environments. His professional activities encompass market analysis, growth strategy development, and team management within multinational companies.

Dobrovolskyi specializes in implementing innovative models in the gambling sector, business development in regulated EU jurisdictions, attracting investments, and building long-term partnerships.

Thanks to his experience in executive roles at gambling companies with foreign licenses, he possesses a comprehensive understanding of the legal, technical, and marketing aspects of the industry.

Andriy Dobrovolskyi participates in volunteer and civic initiatives and also supports the military. He has received letters of appreciation from various units of the Armed Forces of Ukraine and the National Guard of Ukraine. He was honored with a Letter of Appreciation from the First Presidential Brigade named after Hetman Petro Doroshenko of the National Guard of Ukraine for his patriotism and civic engagement.
